The book of Nehemiah ends describing the spiritual decline of the people. It leaves us with the question how can the people of God ever survive since there is such a tendency to fall away from the Lord. The answer to this question is the grace of God shown through Jesus Christ.

After the walls of Jerusalem had been rebuilt, the city was still empty because people were living in the towns and villages. This passage shows how the city was repopulated. It is an initial fulfillment of the prophecies of the revitalization of Jerusalem. These prophecies are further fulfilled in the growth of the NT church and will be completely fulfilled in the New Jerusalem.
